as an error:

58f2f67220 Fixes for max in force vs. roster 
Some entries had "max in roster" set instead of "max in force", others
were marked in both. FA now set as "Max in Force" for non-characters and
both "max in force=1" and "max in roster=1" for characters.

91d7b4f801 Fixes for Cephalyx, Warlock/Warcaster Min Points 
Set min points for Warcasters & Warlocks to -999 to avoid all lists
being invalid.
Updated Cephalyx, adding options for Merc Contract and/or Tiers of
Theme.
Fixed some incorrectly set "Roster" maximums that should have been set
only as "Force" maximums.

87ce8db57a Added Cephalyx catalog 
Used Mercs as the basis. Removed non-Cephalyx casters & jacks.  Created
UA as a shared entry and added to all non-Cephalyx units as a mandatory
selection.  Copied Bloat Thrall, Machine Wraith, and Pistol Wraith solos
from Cryx.
